Recently a Tanzanian immigration officer told me the following opinions of the Tanzanian government on tourism and foreigners.

1. You cannot be a tourist without going on a safari (because the safari companies pay taxes to the Tanzanian government).

2. You cannot learn about a culture without paying the people who you are visiting.

3. The Tanzanian government and immigration office are here to ensure that every foreigner is exploited to its full potential (his word choice, not mine).

It is unfortunate how much a government can taint the taste of a culture despite how many good people there are to counter this opinion.
